The Empress Dowager or Dowager Empress is the leader of Dragon Owls of the Panqua Palace. She is under the illusion that she has power, and lives a life of complete luxury where she is cared for. She cannot fly, needing the help of other owls or a qui to carry her.

The River of Wind[]
Empress Dowager appears when it's discovered that Orlando escaped the Panqua Palace. She is unable to handle negative emotions as she is unfamiliar with them, causing her to become quite a mess when she is informed of Orlando's defection.
Description[]
Empress Dowager has long cobalt blue and turquoise feathers, facial disk feathers that are so long that they cover her eyes, and shriveled, dull talons on which she wears an abundance of rings. She also possesses a scepter. Her feathers are long enough that their movement leaves pseudo-thermal updrafts. Like the rest of the dragon owls, she thinks other owls actually respect her and are privileged to see her.
