The members of the Parliament are the owls who help the Monarch/Monarchs of the Great Ga'Hoole Tree run the Tree. Whenever any major decisions, such as decisions of war, were to be made, the Parliament would vote on what to do. The Parliament has a meeting room near the base of the Ga'Hoole Tree with a half circle made of birch roots the Parliament members perch on in meetings. Conversations inside the Parliament's meeting room could be listened in on from an area in the roots of the Tree where the roots transmitted the sound from the meeting room.
